It is recommended that periodic inspection and testing is carried out at the following times:
• for tenanted properties, every 5 years or at each change of occupancy, whichever is sooner
• at least every 10 years for an owner-occupied home
• at least every 5 years for a business
The Landlords and Tenant Act 1985 requires landlords of properties with short leases to keep the electrical wiring in repair and in proper working order. We recommend landlords arrange for periodic inspection and testing to be carried out by a registered electrician at the relevant intervals shown above.
Periodic inspection and testing of the electrics should be carried out more frequently on the places and premises listed here:
• 3 years for a caravan
• 1 year for a swimming pool

Since 1st January 2018, direct-acting heaters must have:
1. Electronic room temperature control plus week timer

2. One of the following energy saving features:

a. Distance control option – remote interaction from outside the building in which the product is installed, e.g. use of an app to delay the heating from coming on when you will be home late to save energy.

b. Adaptive start control – predicts and initiates the optimal start-up of heating in order to reach the set point temperature at the desired time. This means that the minimum amount of energy is used to get a room to temperature, rather than it being heated up too early because of poor user estimation (on at 6am to be warm by 7am etc.)

c. Open window sensing – integrated into the product. The product shuts down when a window is open to save energy. This is done by monitoring output against temperature, and stopping if the heater is on but the temperature is not changing.

There are no set guidelines as to when a property should be rewired. Just because your wiring’s old, it doesn’t mean it’s unsafe.
Many factors can affect the wear and tear of your electrical installation, including the materials used and how your property has been used.
We would advise that a periodic inspection is carried out on owner-occupied properties at least every 10 years and every five years in rented accommodation. The test will certify whether the electrics in a property are safe and tell you if anything needs upgrading.
You should carry out regular checks around the house on the condition of your cables, switches, sockets and other accessories. If you notice anything unusual – for example, burn marks on plugs and sockets, sounds of ‘arcing’ (buzzing or crackling), fuses blowing or circuit-breakers tripping – get a registered electrician to check your electrics as soon as possible

What is a periodic inspection?

A residual current device (RCD) is an electrical safety device that helps to prevent electrical injuries and fatalities. When using electrical equipment or power tools, hazards such as damaged leads and cords, faulty wiring and dampness can lead to serious electric shocks or electrocution. An RCD monitors the flow of electricity and is designed to immediately switch the electricity off when electricity “leaking” to earth is detected at a level harmful to a person using electrical equipment. An RCD offers a high level of personal protection from electric shock, and also reduces the risk of fire in your workplace.

If you cut into a ceiling you must restore it to its original condition and not interfere with its natural ability to act as a fire barrier. Surface mounted downlights don’t need a fire rating, only recessed downlights have this requirement.

A periodic inspection is an inspection and associated testing to check whether an electrical installation is in a satisfactory condition for continued service. On completion of the necessary inspection and testing, an Electrical Installation Condition Report will be issued detailing any observed damage, deterioration, defects, dangerous conditions and any non-compliances with the present-day safety standard which might give rise to danger.
